Too early to tell any metas, but tanks have had good balance and all of them are viable in all content. You’d only run into problems with meta choice at the extreme top end, and even then all tanks can usually do the content. In terms of pvp, the answer is no

Honestly, I'd argue no one; you can just look at logs and timings to see if their CDs would exist at the points they need them
Pala's defensive strength has, in recent times, depended heavily on their CDs, so you look at when tanks get hurty, then see if they can cover all of those with CDs
