I don't do keys that high but not pulling flyers seems kinda sketchy since I'm pretty sure they patrol over the boss platform...
You do have to be careful where you pull them in that last room though. If you pull them to the sides as you go down toward boss, they can cause your entire pull to evade bug and merc your group

You’d probably need to hit like 680 for people to take you, especially since you wont have any linked io. 680 is around where a lot of people started this season.
Realistically the content can be done lower, but there’s not many low keys and people in wow are very picky

once you reach maximum level, items are gauged in terms of "item lvl" ilvl for short, lvl 300 will have 200 stam 150 mainstat so many secondaries, lvl 727 will have, 500 stam 400 main stat, lots more secondaries and more effect if it has one
