The sim is still correct if you're only concerned about doing the most damage. We do, however, need to consider SB uptime and if we need to rock Heavy Repercussions or ITF

We have been recommending people to sim with the change from ITF to HR if you're dropping old tier for new tier because we do have to care about that if your haste rating doesn't support the use of ITF
