For prot what that means functionally is that you will start to see gear with vers and mastery weighted higher depending on the gear you have currently equipped

IMO it doesn’t matter if your macro ip to something like thunderclap - it’s going to cost you some dps while in execute because you’re overcapping IP and losing that rage you could have otherwise sent on execute but the dps loss is probably not that great - though the loss now with new talents is enough that I would not recommend doing it for any real content
