This early in the season crafting is a dice roll, technically belt/bracers is the best but only once at max ilvl since you lose the least since their stat itemization is the lowest. You'll technically get more value from enhancing your highest ilvl difference, non tier slot.

And then it's another dice roll whether you wind up replacing that piece next week
