I crafted a shield today. And I don't even raid. But, to answer your question it's up to you. It's probably your biggest immediate upgrade, but not necessary if you just want to spam m+ and do heroic raid for gear and wait to see what you get from vault next week.

Whirling is 120 more rage per minute.

The damage of ravager was always negligible, losing control of when it is cast is functionally unimportant, it's just more rage, even if it is not always rng'd into optimal times.
