Generally as much as you can get your hands on; it's never bad to get more

It might not necessarily be optimal at a certain point, but it's minor enough that it's not worth fussing over

Once you have a haste value where you can assure 100% SB uptime with ITF (that starts to be around 16k rating iirc?) and also feel comfortable with, you can sim to optimize the rest of your stats for damage

that'll generally just be stacking crit with like a one piece splash in vers and mastery, but

To be specific, it's the Reflect sheet in pins. There's a surprising amount of things you can spell block, as well. Virtually anything that notably hurts you as a tank that's not a bleed can be spell blocked. There's very few exceptions.
