If prot pally can still survive the incoming damage while bringing more dps and utility at the same time there's no reason to bring a prot warrior who's only real advantage is being tankier if you have the choice. Being tankier doesn't let you time keys more easily unless you're so tanky that you can handle mobs at higher key levels that other tanks can't.

25% unmitigated hits with 57% shield block uptime is no bueno, I get there's a lot of RP in siege but that needs addressing. Some wasted rage but I've seen a lot worse, the real problem is they're not pressing enough buttons to actually generate rage in the first place. Not only is their apm low, but they're missing a ton of casts in general, trinket was only used 10 times in a 31min dungeon, missing over a dozen demo shout casts, same with avatar (This is caused by low rage gen) several TR's
