It's more you should pick amongst the highest tier of loot, like you wouldn't take a champion piece when also offered myth track. Though in the early weeks of a season when crests are gatekept highest ilvl has a lot more value since you only have so many crests available at any one time.

Note that the damage goes up with each of you abilities that hits the target, and since we're a fast spec, the damage per sec racks up quickly.

It's 5k DPS baseline, next hit it is already 10k by itself, plus the splash per stack. It's not the best,but still pretty good, and getting better the faster you play.
