well yeah, SB is mandatory, preferring IP over shieldblock is so insanely situational its not even worth mentioning rn, imo.

I definitely dont want to undersell the value of IP's mitigation. but we spend rage with IP, when we're near max rage since Shieldblock (like all active mitigation) has a cap in its duration. So IP is the only other option to spend rage that is off the global cool down (thus will not delay your other actions)
