The reason I ask why you're concerned about IP uptime is because the truth is that IP uptime is just an aftereffect of generating and spending rage effectively. It isn't really something to think very hard about.

Prot warrior is fun but easy to overcomplicate. As long as you press your cooldowns, keep shield block up, press shield slam/thunderclap, and prevent capping your rage with IP, you'll be better than most prot warriors and having a Great Time

Like if tanks were designed around taking defensives to survive it would be cool, but our base design is do damage and survive through your own kit, so you're just a worse tank for taking defensive benefits outside of massive on-use shields, and even those are niche use
