CDs go on CD, SS > TC > Revenge is your prio in bot AOE and ST
The only optimization past that is to make sure you send Outbursts on SS over TC,

No, Violent Outburst is a talent that's effectively the SL S3 tier set
When you spend enough rage, you get a buffed version of either SS or TC, whichever you use next, that gives double the rage and triple the damage
Thunder Blast just procs when activating Avatar or at random when sending Shield Slam
Since Thunder Blast is an enhanced Thunder Clap, you can send outburst on Thunder Blast
So the skill expression is the send outbursts on Thunder Blast if possible in AOE, Shield Slam otherwise

you need more rating to match up to what you have

Struggling with the way Thunder Blast procs, the internal CD of thunder clap .... it's like it procs - and it takes extra long to become able to be used. Am I wrong? Something about the interaction is wrong.
Or is it because it "procs" but does not become available right away - which is not typical of abilities that proc.

Yeah TB transforms TC, it doesn't reset it, you can get a proc and not be able to use it for several seconds
So if you popped TC then SS and it procced a TB, you still have to wait out the CD of TC to use the TB buff
