It's a common misconception

We will keep it mostly because you can't get 10% DR from upgrading two pieces of gear, plus you get free damage from deep wounds

To clarify, instantly dealing 40% of deep wounds is a damage increase, because we are constantly refreshing deep wounds, so we don't get the full value of a deep wounds bleed basically ever.

The reason it's not an increase for TR is because all it's doing is taking the TR dot and making it happen instantly. It's not increasing its damage

And unless a target dies during TR, you always get full value of the bleed anyway
