Thunderlord has big stonks with current tier, so that's a no-drop in any aoe situation; you'd drop Bloodsurge for Disruptive Shout if you wanted to take it. It does give you unique utility in things like easier grouping adds on Notgood last boss, but it can potentially be just unneeded

A good way to think of it baseline is an aoe interrupt, since that's what it needs in order to function (other than reduced cd on aoe taunt, but)

Most pulls you'll hit in like 10s, you can generally solo control enough to get everyone through with just pummel, shockwave, storm bolt, int shout, and utilizing shield charge stuns. If you have racials on top, those, too

Once you get above, generally you can have the other party members actually stop things

So it usually ends up being a stop you don't need due to the opportunity cost. It can be strong if properly used, but you need to be using your tools for it

I just got suck HOI run on 3rd boss rng bs. You know he usually explode the boulder but nearby him usually there is 1 safe right? Earlier when fight start and the boulder explode all of the safe boulder is giga far, insta killed 2 of my party because they can't reach it.
