is that add cleave is a lot more targets than just 5

If they're bursting, you should have your CDs, too, on average. You can start by doing things like tossing a ravager in before you charge so you get the extra ticks, remembering to start off with a TC to ensure you have a bit more even threat in aoe, and so on. You can also use challenging shout to go ahead and ensure you have threat on mobs at the start if you don't happen to have CDs for whatever reason and they do.
If they're getting aggro while you're gathering, that's honestly kind of on the DPS, though maybe you could do a better job telegraphing that you're gathering mobs

It requires a lot of melee attacks coming your way, and we still parry and dodge; our crit chance gets turned into parry, even, and there's so many melees in M+ on average that you'll proc it often.

but recently those packs have been turning around and smacking DPS so now I throw in a revenge
