I think the soak is part phys part magic iirc, so it technically reduces damage there. It's probably better used on the aftermath after, but it technically depends on what defensives are being used in general. Just using it at all, however, is worth doing. I don't have a guild for swinging at Mythic, so I don't know specific timer differences, but I wager you can also toss it in to the intermission to reduce passive damage on yourself and still have it for the next tank mechs, too

but in your case, you literally might as well throw spell reflect there because you're not using at all in most pulls, so a mostly wasted use is better than nothing
