My understanding would be that it's the sum of the damage I deal plus my base threat for being a tank so, throwing a random number out there being if I did 100 damage that would be 400 threat because I generate 4 times more threat than a DPS because I'm a tank.
If that's not it, I'm open to an explanation and enlightening.

I think the modifier is a little higher than that (can't remember exactly what it is right now). But on top of that, say the VDH bursts on pull and ends up with initial threat. You would then have to get to 10% more total threat than he has to be able to peel, assuming you're in melee range (30% if you're beyond 10 yards)

Am I crazy or does Prot warrior feel like something is missing? DH has darkness, Prot Pally has ranged AoE kicks, BDK is simply unkillable. Meanwhile it feels like Prot war has to WORK to get shit done.

Yeah, my main is BDK, and I have certain things in some keys I have to monologue about before I put the key in
otherwise I know someone is going to say some shit, or not do it and the key is over, or the vibes are going ot be crushed.
The worst is when I link my route with annotations, and then someone doesn't do it and says, you never told me to use my stealth pot, or you never x y z.
