That can be done with any neck, although if it has no sockets to begin with you also need to get a rank1 or 2 to use first

With my Protection Warrior, my logs don't go higher then 50% ilvl parse.
I know my gear isn't BiS, my rotation spell doesn't seems bad, and I don't know where to search for the recommended stats 😄

Instantly looking at Gnarl, your cast breakdown is hella borked

Revenge should not be your highest CPM spell with or without T31

And since you do have T31, it should be even less than usual since you press TC more

Since you're prioritizing Revenge, you're losing out on rage, costing you a ton of casts of IP, so you're both doing less damage and are a lot less tanky

Even with prioritizing Revenge so much, you still wasted 344 raged of the 1334 you generated, so three and a half entire rage bars, gone to the wind

On Council, you onlu got out 2 Demo Shouts it looks like over 3 minutes, so you lost out on rage and damage from at least a cast (technically two, but the 2nd would've been minor) of Demo Shout

this being said

Am I going crazy or does it say you used 6 Shield Charges in 2m 21 seconds on Gnarl

this isn't relevant to damage, but I'm also seeing a large underusage of defensives, as well

Your CPM is also generally kinda low as a result of not pressing enough IP; on a random Gnarl I pulled up where I had to physically stop pressing buttons to not retake aggro, I had 70 CPM, while your Gnarl CPM was at 57.7
