My personal opinion is that many of the god items shouldn't drop as items; they should drop as unique personal loot crafting materials, which crafters could then make into the god item via crafting order.

4 - aoe, usually not spammable
5 - major ability, often aoe
6 - DoT or ranged ability

9 - ranged attack as melee spec, usually something low prio
0 - cooldown
11 - cooldown
= - cooldown or overflow
