the thing is that ur comparing how you would spend 4 crests, if you spend them on crafting, you get 483 instead of 473 (10 ilvl) if you spend them on upgrading gear indicidually you get like 12/13 ilvl from 4 upgrades
so the difference is like 2/3 ilvl on one item if you have the heroic crest
but you can spend them on weapons/trinkets that might be more valuable per ilvl then your crafted items

There are circumstances where it's useful to be able to shield slam without swapping target. Moreso with the forthcoming tier set, where it should be a DPS increase, albeit a fairly marginal one.
