I thought this would be really bad at first that you would be wasting the SB value and run out, but seems that it keeps stacking and as long as you are actively tanking you keep the buff up 100%. There will be times when you keep a charge because you're needing to prio rage into something else first, be that an aoe damage ability or IP. Sometimes it's fine to let shield block drop to build rage for a next pack, and/or to execute.
