It varies; you use IP to avoid overcappint, so if you have an outburst Shield Slam ready and TC is off CD, you're gonna likely need to press IP even if you're at like the bare minimum of 35 rage

But if you ever touch like 75-ish, you should just slam it, since SS will cause you to cap pretty easily around there
