Well not exactly as far as I can tell because the adrenaline software specifically tells me to set the in game resolution lower than my native resolution

I do it on my TV all the time I play rdr2 1440p 0.8x so text is rendered at 1440p but the graphics are downscaled to 0.8x, you cannot make a 1080p image 1440p because its 1080p its simple, the game itself is set to 1080p but using software external software to make it 1440p does not work the point of fsr is to run the game say 4k then lower it so it runs but text is still sharp cause as you say shit is blurry, what you want to do is set the game to 1440p then downscale to 1080p text still rendered 1440p but graphics 1080p
