Disagree. Realistically you are always stacking IP imo. You may call it rage dumping but it’s the same thing. You should always have some IP going and since thunder clap and SS take 70% of gcds it’s hard to not cap it constantly

That is not true at all. The reason a prot warrior is dying is almost never that they aren't pressing IP enough. Improper Shield Block use, OVER-prioritizing Ignore Pain, and not using CDs when he needs to are all way more likely.
