At high levels of haste haste isn't even the best DPS stat
It just pulls extremely good consistent double duty, so even if it's slightly worse at DPS than crit, it's still the best defensive stat
and well at the end of the day you are a tank

Well firstly pwar wasn't top tier in S1 outside of like literally week 1 because it got nerfed like right away, secondly every other tank got buffed throughout s1 and so far through s2
it was arguably the worst tank in the latter half of S1 anyway

And it still had a decent population throughout season 1 because it wasn't as easy to reroll in S1 as in S2. Gear curve was much slower and plenty of people had still been on their pwars since week 1
That's why the population literally evaporated overnight in S2 start. New season, can reroll to your actual choice
And now throughout S2 a bunch of rerolls have happened for meta because it's REALLY easy to reroll in S2 in comparison to S1

Tanks are surprisingly pretty balanced right now and throughout S2 the actual balancing of the tanks has probably been the best out of many seasons
Pwar is still the worst but someone has to be the worst, and the gap is not as large as it has been on other seasons for highest/lowest. for ex. the meta comp for high keys atm has used multiple different tanks, not just bears atm (every other part of the group is the same lul)

Most dmg taken in m+ is physical, parry removes alot more dmg throughout a run than vers, it's cheaper to invest into crit cuz vers takes 205 points for 1%, crit only 180
In most pulls where you get dicked by magic dmg you also get dicked by melee dmg, removing entire melee swings allows for more HP and IP to work against said magic dmg
And crit is just more dmg
