The rotation for PvP and the rotation for PvE are often very different, as well as the talent builds. PvP is all about burst damage; in PvE you're generally going for sustained damage barring a few scenarios. If you're strictly a PvPer, there's no reason you would be better at mechanics or DPS than someone who regularly does PvE content.

For 1 mastery point (not %), we get .5% block chance, 1.5% crit block chance, and 1% AP. For 1 mastery point, Fury gets 1.4% damage while enraged.
