When you get into things like this is becomes way too complex to really estimate tbh. There's a lot of ways giving a healer a global by taking 20% less damage (which is already gonna be less impactful the more defensives you have up) might actually benefit the whole raid. Seems impossible to truly know whether or not that's gonna do better than the extra damage the tank gets by not doing that. Annulet is about to be outmoded.
You could put on both 441 rings and forget it even exists today and the impact it would have would be minimal to none.
So, best advice, not worth the effort. Take the stats and the stam and just coast, focus on your play, not the item one foot in the grave.
If for some reason you're unreasonably sweaty, lose whichever ring has the worse itemization in favor of the annulet assuming you're using the Freezing ST setup in raid or the Storm AOE setup for M+.

If you're really trying to balance stats because you're near ilvl cap with 441-447 gear, somewhere in the ballpark of 20%-ish, @strong forum can explain more.
Otherwise, you should probably just focus on ilvl more than anything. The TL;DR is you get a lot of value out of low mastery such that you don't need a lot to get a measurably impactful return. It's by no means a target stat to maintain over ilvl in any capacity.

Yeah, but you give up something like .4% crit chance for a ton of extra chance to crit block.
Haste is still our best DPS stat, yes, but the choice is driven by an opportunity cost between damage and survival.

Mostly because:
-It's not needed in majority of content (our Protection tree is filled with amazing talents and we don't really have points to spare).
-It's bugged. It can literally proc when you're at 90% HP.
The "30% threshold is taken not from your HP, but from the damage you take PRE-mitigation.
SO if there's a hit that smacks for 500k, but you mitigate it to lets say 90k, it would still proc even though you are at 80% HP.

You don't need any specific stats whatsoever to time high keys; it's likely you don't even need to optimize to that best degree to clear the world highest keys, it just helps.
As long as you have ilvl, you're fine if you play correctly
