I don't know that you're maximizing forgestorm by opening as fury. You lose shields but gain 2h, you lose tank trinkets but gain dps trinkets. The chances are probably basically the same.

You could farm 11-16 till you are wyrmcrest capped every week for some more base gear (that you don't upgrade), if you really struggle getting gear, big shield is top prio

Ofcourse a clutch kick/fear/shockwave/stormbolt can help, but it's no solution for the affix, it's a bandaid

sims don't account for the combat dropping your ramp on it, i believe
so the solution is just to chain pull, clearly
