For crafted pieces, yes. But crests are for both crafted gear and non-crafted gear.
By themselves, crests are for non-crafted. You need to have an enchanter turn them into their enchanted version in order to use them on crafted gear, at which point they work similar to the primal infusions from S1

- plan your CDs
- healer pump/externals
- CC
- run
