At this point, VDH is the only tank that can't have full up-time on its "main" mitigation spell (main in the sense that it's the only one that isn't technically a cooldown), and it also has the weakest mitigation spell by far, even though there's like 4 talents that empower it

You want more stats vs better stats, so go for ilevel and then the pieces with haste on them if same ilevel. The second stat we want is typically vers or crit (both are fine) with mastery taking up the rear.
Weapon and shield are your most important slots and their stats do not matter.

I did the crafter shield with Haste/vers. And I’m farming out m+ for guildies to help them anyways so I was going to start pushing around some gear as needed to adjust stat amounts since it’ll all be around the same ilvl in the end

The only min/maxing you need to do for stats is if you're trying to maximize damage.
So unless you're trying to parse raids or something, I wouldn't worry about having a certain amount or ratio of any stats
