I find the number of times rallying cry is actually helpful very low and very few uses per dungeon, whereas intervene is right there and probably a more helpful "oh shit" button? This is all in the context of M+, I understand why it might be better in raid. Cheers!

Let's assume you have a 405 version, so 510 vers per charge. At 5 charges (which will take approximately 2 1/2 minutes to get), you will get 2550 vers for 12 seconds (ignore the max HP because that's literally shit), which is about 12.5%/6.25% vers. Assuming you're using it at the 2.5 minute mark on CD, that's a whole 8% uptime
And with an effective 2 1/2 min CD, it's basically not lining up with anything

Unless you absolutely have nothing else you can possibly upgrade with a spark, I would not go for dance. You still have M+ trinkets you can get to replace what you have.

About the only other thing I’d craft with a spark is a cloak. Rocking the 402 cinder cloak.
Almost every other piece is mythic and catalyzed as appropriate, or high heroic.
