Basically I think he just lands on either side of the ring for a few seconds, then takes off and goes back to the other side. As long as you wait for him to take off and stay to the outside of the ring, you're safe. The 2nd spot he spawns in, you can also just run past him even if he's landed by hugging the tree on the left.

You hit IP regardless of it's cap status or not. Prio is generating as many shield slams as possible using TC/revenge. Spend excess on IP.
