In those situations they now take more damage than they would have before the nerf. If you have the IP shield up 100% of the time (as I commented) and you take a steady 20k dtps (if we just talk IP and ignore all else) then now you get hit for 10k vs before you would get hit for 9k.
I am not talking about anything else of max cap or anything, but purely was comparing the 2 situations with the assumption that your IP was never dropping.
