i think the main idea of the ring/neck crafters, is that it sacrifices less main stat, which you will gain from high M+/Mythic raid gear, while crafting Plate pieces give you an early boost in Str, which might be replaced later, unless you keep crafting it up

HR helps cover rotational issues. Which is why it's better for learning than ITF.

Without HR you need to be more precise to stay safe by making use of your SB and shield charge to keep block uptime. Which is where bolster is comfy for those gaps
Enduring defenses is a must take as well adding another 2 seconds on doesn't sound like much but ita huge

it looks to me like you give up too much to take bolster if you're only switching to it so you can take ITF over HR
