assuming a 1s attack speed (assuming it only procs off melees and not abilities and has no internal cooldown during the proc), it would come out to be about 1,750 DPS on single target which seems pretty good but I don't know how that would compare with whatever amount of strength would've been on the weapon otherwise.
If it has no ICD and procs off abilities, it has the potential to be pretty insane in aoe

This will cast Shield Charge and then Charge repeatedly and will reset whenever Shield Charge comes off cooldown. There's probably too many charges but I cba figuring out how many needs to be there and it resets after 45 seconds regardless. You won't be able to cast Charge if Shield Charge is off cooldown though.
Alternatively you could do something like this:

This will cast Charge first, then Shield Charge on the next press, then Charge repeatedly until just before Shield Charge comes off cooldown. In this case you'd be able to press alt to reset the sequence early if you wanted to cast Charge while Shield Charge was off cooldown. But keep in mind that castsequences don't advance until you successfully cast the next spell. This means if it resets and you're in melee range, you won't be able to cast Shield Charge until you can get a Charge off first.
You can replace alt with ctrl or shift if you prefer one of those

If you're having trouble reaching the ilevel to queue for heroic dungeons, make a profession tool and equip it. Right now, it appears that the highest ilevel profession tool is being included in your overall bag ilevel (which is the ilevel Blizz uses to determine eligibility to queue for restricted content), but it's not being counted as a slot, so it inflates your bag ilevel by quite a bit.
