In short the way the tierset is written is incorrect.
It has a hardcoded chance based on which Spender you use.
- Ignore Pain has a ~90% chance to proc tierset
- Revenge, Execute and Shieldblock have a ~15% chance to proc tierset
- Whirlwind and Slam cannot proc tierset
It's best to be aware of this fact when spending rage and when to expect a proc.

For ST, reprisal will probably remain dominant because its the most rage per second legendary gain
For aoe, seismic is clearly going to be stronger assuming you can maintain a comfortable level of rage gen (which I think is the case)
The thing about reprisal is, it let's you play ITF and drop bolster
Which then allows you to play other talents for dmg
It's still a very strong legendary

doing some testing it does seem like TC triggers outburst on 8 stacks (it triggers the buff isn't just vanishing), also it seems like for conduits like the Last Stand rage buff and execute crit take precedence over the talents
