To be specific, IP only stacks up to a certain amount. I think it's 2x what the IP value is off the top of my head, but the currently gameplay loop generates so much rage and applies IP so often that the limit and whether you're hitting it or not is literally not a factor at all in terms of what buttons are pressed. IP is specifically used to dump rage off the GCD, so it'll just always be up in general. It's not that they get less effective or anything if you use it too many times; there's just a max value on what the IP absorb is allowed to be

And 7 targets 6-8minutes no Lust for aoe
That way it'll use multiple CDs and average it out better
