what theyre saying is that if its 7% of your damage, something is wrong. Either your damage is low so the codex % is inflated. Or you are taking an absurd amount of damage to have the trinket reflect that much, which puts stress on your team because as pwarr you should be taking the least amount of damage of any of the tank specs. Looking at damage intake we should have the least amount vs other specs so at a minimum, this trinket should be worse for prot than any other tank in the game.
