The reason we're placing on those slots is because we're getting higher ilvl gear; if you don't have that higher ilvl gear, it's, ignoring other circumstances like gold, better to put it in as high a stat value slot as possible

The way it bases off HP makes IP comically stronger during windows where we press Rally or LS defensively. Granted, we're probably pressing only Rally that way, but if you don't have a good window to drop it for raid/party survival you can use it personally and the HP gain makes your IP cap bigger.
You could also use it defensively to proactively cap a 70K IP

for anyone who didn't know, in grimrail at the start of the train
there's a chain you can pull to go back
for instance if you skipped some packs and lack count, so the last boss isn't spawning
We had like 5 minutes left on a 2chest when we realized we were short count, looked for an exit to go back for awhile, healer gave up and went to take a shit before the next key, finally found the chain, got count, went back to last boss, waited for healer to get back and run all the way from Dalaran, and timed it by 5 sec
