I'm not sure to understand the question but since I see newcomer on your profile I'm guessing this is your first PC.

PSU cable can be plugged on any hardware. It's the cable that doesn't come from the PSU that cannot be plugged to the PSU directly.

That's the gen of the PCIe pin. 5090 cannot fully utilize 16× 4.0
So 9070 cannot fully utilize 16× 4.0
You can easily guess than if you don't utilize 100% of 4.0, 5.0 won't make any difference. This have kinda nothing to do with PSU

  1. 1000W is too much for this configuration (unless you know you'll upgrade to bigger components in the future)
  2. Yes it will work
  3. It'll be slightly less power efficient than a correctly sized PSU (few percent +-) and more expensive

I cannot find an "rmx 1000w atx 3.0" PSU from Corsair. Is it 3.1?
It's a very good PSU anyway.
