To be fair, NATO was created with the intent to contain & prevent the spreading of USSR-like communist states (or communist states of any kind, depending on your mileage). The USSR & the Warsaw Pact fell, CSTO is nowhere near the same level. So why hasn't NATO also dissolved or toned down a little, it has actually gotten larger.
War is never just the fault of one side, they're both being intransigent - that doesn't justify Putin's actions at all, I just feel like people are forgetting there's two sides to this story here.

releasing their keys has from my pov mainly symbolic relevance: we were in very deep. it has very little practical relevance, in particular for the users.
(technically, you can do about two things with that: a) you could decrypt older intercepted communications secured with that ssl key IFF outdated ssl protocols were used and b) if you are in a position to mitm ongoing connections, you could mitm these even if non-outdated protocols are used until b2) the bank does what it has to do now, create a new key and get a new cert.)

in my exp not used by banks though.
totp/hotp are what "everyone" uses for 2fa/mfa in general. very simple to make, very good protection within certain limitations, very little you can do wrong when building it.
its not suitable for a bank usecase though, because ... you really need to know what transaction you are authorizing there. for every. single. one.
if i am using 2fa (standard hotp, with a needlessly small secret) to log into my discord account, thats pretty clear what i am authorizing: logging into my discord account or making certain changes to my discord account.
for the bank usecase, the details matter though, a lot. as in, if i am authorizing a transfer, the destination for the transfer and the amount NEED to be part of the 2fa handshake.
and there is no universal standard i am aware of for that. this is why i have three different weird bank-specific apps on my auth phone.
they all work kinda the same, because they have to comply with the same banking-industry standards. but still very bank/group specific. compared to totp/hotp, which everyone can re-create from scratch with three lines of commands in a shell.

for totp/hotp? very much, yes. its just hash(counter+secret). and for totp the counter is the current time. and then you chop off the last few digits of that.
(yes, yes, pesky details. its probably hmac instead of a straight hash. the point is its all really basic tech used in a clever way that is reasonably hard to get wrong.)

PWRs can passively scram the reactor in case offsite power is lost to immediately stop the primary nuclear reaction. The control rods are held by electromagnets and fall by gravity when current is lost; full insertion safely shuts down the primary nuclear reaction.

It would be wise to shut down the reactor before its shutdown mechanisms are compromised.

My experience is with Pressurized Water Reactors (PWR), and boiling water reactors for commercial and Naval nuclear power. For a shutdown (S/D) initiated by a rapid insertion of the neutron absorbing control rods (mostly Hafnium), 5 seconds is a good answer. A controlled shutdown for planned maintenace activities varies, based upon the time in core life, and when restart is expected, but 6–12 hours is pretty bounding.
By shutdown, I’m assuming you meant the critical chain reaction that was ocurring within the reactor core. Decay heat, which is generated long after the reactor is sub-critical and shutdown, is another story. Decay heat, produced by transuranic and radioactive elements produced in the fission process is significant. Very significant. You cant just “walk away” from a shutdown reactor after power operation is terminated. For most of the very few reactor accidents that have ocurred worldwide, you may be faimilar with, post S/D decay heat was responsible for the damage done to the reactor after it was S/D.
Only one such occurrence of note has happened in the US commercial power industry, and that was the now ”infamous” Three Mile Island (TMI) accident. Reactors are designed with redundant, robust, highly monitored and tested trains capable of removing decay heat. By circulating water through the reactor after S/D, which is how they are cooled post non-accident shutdown as well.
A series of synchronous, redundant events, including human error ocurred which essentially stopped the cooling systems from providing the necessary cooling to the reactor. The same is true for the Fukushima accident in Japan. The vast majority of the Nuclear damage done, was by an inability to cool the reactors post S/D, in an extreme, rare post Tsunami disaster scenario.
These redundant cooling systems require electrical power, though some reactors can receive cooling through the controlled release of steam, eventually, the coolant water will need replenishment. Nuclear stations have robust and redundant electrical supply systems, including self-power ones through on-site, permanent emergency diesel generators. As you can imagine, the havoc wreaked on the Fukushima site by the Tsunami obliterated the electrical infrastructure. The TMI accident/loss of shutdown cooling was not due to loss of electrical power.
As an industry, nuclear power has a proven track record of nuclear and radiological safety. Lessons learned were shared among all owners of nuclear plants in the US, and have been effectively implemented years ago, monitored routinely by the operators of the plant, the NRC, and external oversight agencies. Additionally, lessons learned from Fukushima have been and are being agressively implemented by the US commercial power industry, going well beyond the design bases accidents the plants were designed and licensed to.
that is a fair summary. simplified, but fair. it also says ... even if they did a controlled shutdown, it would still go full fukushima on you if someone (or an artillery shell) interrupted its power supply in the first few months after the shutdown.
the problem there is ... fission creates ... fission products ... lots of them rather active, short-term radioactives on their own. so even if you drop in those control rods (or dump the control boron solution into the water), they keep reacting like crazy, for months. so you have to actively cool them.
Nobody thinks it's wise to fire on a nuclear power plant. I think it's also unwise to keep the plant operational while under fire.

I’d find it hard to justify the power plant as anything other than an attack on the entire world, even Russians. I don’t think they want to cause a meltdown as they likely want it for themselves to help their electricity economy given what’s happening right now.

I can understand the reluctance of people to fight their own government, the fear is real. What I can not understand is the state they must be in to think that there won't be a response or that they should not themselves suffer for the mishandlings of their own government.
