the initial spawn can be pretty bad. if it's from a new save and the resources just aren't there, you could try another save and start over. note that some rocks might have dihy as a secondary, you could check those.

Sometimes your spawn in area just sucks. I spawned underwater with the shelter being on a small island with no di-hydrogen. I fortunately had other islands in reasonable swimming distance, but my boundary gage depleted well before then and I was dodging horrors until I collected enough. Heck of a time.

This has to be the hardest quest in the entire expedition I believe, they're so OP it's like fighting Zeus 8 times, and they need to be fixed. I have posted a bug report since they keep clipping through walls, and even clipping through the earth whilst I try to hide from it underground.
