The craziest part of that scandal is they secretly tried to roll out firmware updates to their customers.
So customers started complaining that since their last dealer visit, their fuel economy had fallen nearly 25%.
The dealerships were instructed to update firmware without notifying the customer.
The dealerships and techs probably had no idea what was happening, since it was just treated as any other firmware update

VW started rolling out this firmware update about 6-8 months prior to investigation from the EPA
I know because I had customers effected and after enough customers came in, we narrowed down the economy loss to the firmware update
There's two perspective here, and both require an understanding of how EGR recirc systems reduce nox emissions.
VW was caught cheating the emissions test. That doesn't change the fact that customers vehicles were still actively producing excessive emissions gasses.

The older ECU's are a little easier to explain here, so i'll use them as reference. Essentially, you could modify the duty cycle of the EGR to run in an off-road mode, meaning reducing its use to 25-50%. What VW was doing was constantly reducing the EGR's full use until it was tested for emissions
A lot of VW apologists were defending them left and right over this scandal but flat out, from the perspective of someone who worked on tons of these cars, they were absolutely guilty.

Game feels like a cash grab playing. Nice world, shit everything in it. Story virtually non-existent. Game reinforces all the worst tropes in gaming from bullet sponge enemies to microtransactions that let you buy operatives.
You can tell playing it that the game had a purpose when it started but that got washed away by interference from corporate interest groups.
