Well, I don't think it's a "bug" what I've seen. I assume it's an artistic choice (possibly also as a result of needing to cut technical corners). As far as persistent NPCs being impossible, I disagree. It might take some engineering to do, but NPC don't need to be rendered to be persistent. Rendering is just for what you need to actually see.

My favorite is when you call your vehicle. It honks. You go to it, finding it lodged in another vehicle before that vehicle gets jettisoned into the air as you approach.

I absolutely hate how the game shits the bed on collision detection

At nearly every single significant point of impact.

Wanna wear clothes? your bits may stick through em. Wanna hold a gun? Your avatar does the laziest things to afix the camera in your chest....You run like woody from toy story...Enemies collision toggles on and off when picked up or getting in vehicles.

Sometimes collisions toggle off while driving and you spontaneously fall through the road, or it toggles right back on and you spontaneously get rocketted to the sky

Oh, you hit a pedestrian? Game don't know what that is. Your car explodes like you hit a brick wall

Or you ramp em like they're concrete barriers

Or you hit a car and get shot into space

I think I've laughed harder with the bugs in 2077 than any other game, at least most of them result in hilarious events (for me at least no game breaking ones)
