I actually found myself chasing shadows after reading some of the notes left behind. Like, one cop abandoned an investigation according to the notes I found on the ground, but on their computer it said they knew who their kiddie sex trafficker's name was and gave it...and an area that they hung out at. I spent HOURS in that area looking for that named character just to "finish" the "investigation", myself.
Mind you this was not even a mission or story element. This was the superfluous crap you find while exploring
I never did find the trafficker, but I'm convinced he's in there somewhere...and I will kill him.
Funny thing though. Even not finding the character, it felt engaging.
The other NPC that appeared around, the day-to-day goings-on felt organic.

I've read mixed reviews on here. Main issue being bugs which should hopefully be addressed with patches. I'm gonna wait things out to enjoy the game properly after various bugs are addressed.

Even pc users have some bugs. For me, they have been rare. Two crashes, one at the character creation, one later
However, I also seem to be lacking the bigger bugs some run into. So my experience is not the norm per say.

It isn't that NPC are brain dead. Their collision detection is somewhat unique (it is minimal to avoid annoying collision related conflicts with the player and huge groups and their programmed responses largely depend on circumstances and their importance, which incidentally can be triggered by absolute accident (oops I aimed my gun at you by accident pushing the wrong button).
It's important to put into context in which way NPC are brain dead. I challenge anyone who thinks enemies are brain dead, to increase their difficulty to max. It doesn't just exchange damage stats. Their strategies and aggressiveness change as well.
@charred badge That's hilarious. I have this one NPC in Judy's bar whose avatar always spawns in T-pose. I think they must've missed associating her animations.
I don't mind the bugs as it is. They are few and far between for me. I save frequently so quest related ones can usually be gotten around.

So far I like it. Ya there seems to be some minor things that I have noticed. Like the bugs here and there. For what the game is trying to do. I think it hits the nail on the head. Yeah I think it can be better. Thats what future support is for. It would be nice for a game to be bug free at the start but it would require a lot of work

So they might have patched in by the time I got to it who knows
Some early copies apparently had indestructible enemies so you couldn't rush and spoil the whole game

My point mostly is, I can understand why some players could feel contrastingly different regarding bugs / performance. And how some people would feel they rather get their money back and are very loud in their complaints online feeling "ripped off" (or whatever the feeling is) because of "false promises," etc. This, I discuss not in regards to a game's content, but purely in regards to quality (as in bugs and performance).
