Anyone that played the game knew this DLC was cut content just from the way the game played in the absence of this element.

A mysterious clan, an influential element and necessary part of uniting a city against a common enemy....tons of suggested lore....almost nothing revealed in the main game short of an introduction and missing people. It's almost like someone removed the story from the game to sell later as DLC

If it's not cut content sold as DLC, the developers are incompetent. If it is cut content sold as DLC, the developers are corrupt.

At least they get to pick their poison pill this time.
