Not in the traditional sense for the most part -- there's gearsets one can acquire, but the weapons and vehicles progress via upgrades. Blaster can eventually have three main modes (with four variations each), and different tools can be unlocked as support gear like the slicing terminal, smoke grenades, etc.

I expect concord to relaunch with a single player campaign that just touches on the main narrative, spilling into the main game as a capture pvp game with more mechanics for building up defensive measures and offensive countermeasures for free, and them to take their money from DLC that expands the narrative of the single player campaign around the way players fight in their arenas.
