I want difficulty sliders in how AI behave and the only game I ever saw it properly done, is so old now the AI is stupid by todays standards - but at least it ramped the difficulty using the right measurements

The difficulty needs to slide in how the AI behave, not in how many shots it takes to drain their health. If their new behavior makes draining their health harder - great but if that comes at the cost of making them bullet sponges, rather than improving the actual engagement - It's cheap.

Example: Maybe AI decide to go put on armor if they detect you. Engaging them after they put on armor is significantly more difficult and making them more spongey would be justified

The AI in FEAR wasn't even that smart, it was more that the maps were designed with the AI in mind. The AI in Source was generally better than FEAR's, and they were contemporary. You can actually see the weakness of FEAR's AI in some of the expansion content where the maps were a lot more open and less interconnected. But yeah, even though it was mostly presentation, FEAR did unshackle the AI more and more on harder settings
