I had some bad stutters even though I'm running an SSD and that helped

Do you play CP2077 on GOG or Steam?
Apparently you can update language support in steam, according to Nexus

In GOG Galaxy, open the page of Cyberpunk 2077. Click the settings button onthe top right and select "Manage Installation -> Configure". Here select Japanese / 日本語 as the language. Press the OK button and wait for the update to install.Steam
In Steam, open your library. Right-click "Cyberpunk 2077" in the list on the left and click "Properties". In the new window, select "Language" on the left. Here select Japanese / 日本語 as the language. Close the window and wait for the update to install.
That update should change the language to whatever...but I don't know if that changes your save
