ngl; I'm finding Sim Settlements 2 kind of a convoluted annoying mess. The concepts look good on paper, and I'm sure with the way it randomly shits out the starting item for the quest chain, there's a random chance you won't start with the bad location - but I did....start with the bad location, that is. So the holotape never appeared in the right spot...and the NPC thats supposed to show up never has and the support for progressing beyond this mess is all but non-existent.
